British political correctness now dictates that prison staff must not refer to inmates as..."inmates".
The Ministry of Justice has declared that the word "prisoner" is to be used. "Offender" is acceptable, but "cons" is not. Although it's not mentioned specifically, I'm guessing "jailbird" wouldn't make the cut.
